- Search gives control over queries and is the safer first campaign.
- Performance Max gives reach and automation, but needs clean conversion data.
- Brand protection and negative controls decide whether the two compete or cooperate.
- Judge both on leads and sales you can verify, not on platform conversions alone.
What each campaign type actually does
A Search campaign shows text ads when someone types a query that matches your keywords. You choose the keywords and match types, you read the search terms report and you can block waste with negative keywords. Control is the selling point, and so is intent: the person has asked for something.
Performance Max works the other way round. You give Google assets, audience signals, a budget and a conversion goal, and the system decides where to show ads across Search, YouTube, Display, Discover, Gmail and Maps. You get reach and automatic testing, and you give up most placement and query control. How well it works depends on the goal you set and the data it learns from.
Neither is better in general. They answer different needs, which is why the table below is more useful than a verdict.
Side-by-side comparison
Use this to match the campaign to your situation.
Factor | Search | Performance Max |
|---|---|---|
Control over queries | High, through keywords and negatives | Limited, mostly through signals and exclusions |
Reach | Google Search and partners | All Google channels from one campaign |
Data needed | Works with less history | Needs reliable conversions to learn |
Creative effort | Text ads | Text, images, logos, often video |
Transparency | Full search terms report | Search themes and channel reports, less detail |
Best first use | New accounts, narrow services | Stores with feeds, mature lead-gen accounts |
When Search should come first
These accounts usually do better starting with well-built Search.
Small daily budgets
Automation needs room to learn. Search lets a modest budget go straight to the queries that matter.
Narrow or high-risk services
If only a few precise searches are worth paying for, such as emergency repairs or specific legal matters, control beats reach.
No conversion history
A fresh account has little for Performance Max to learn from. Search builds the data first.
Long sales cycles
If most enquiries never close, you need to see search terms and weed out poor leads by hand.
Brand-sensitive businesses
You may want exact control over which terms trigger ads.
Decision checklist before you choose
Answer these honestly. They separate a good fit from a hopeful one.
- Do you have steady conversions?Roughly speaking, the more conversions the account records, the better automation behaves. If you record almost none, begin with Search.
- Is tracking trustworthy?Test a call, a form and a WhatsApp click yourself and confirm each appears once in Google Ads.
- Do you have product data or strong creative?Stores need a clean feed. Lead-gen advertisers need honest images and clear offers.
- Can you protect your brand terms?Decide how branded searches will be handled before launch.
- Who will review results monthly?Automation without a reviewer is where waste hides.
- What does a lead really cost you to serve? If poor leads waste your sales team's time, optimise for quality, not volume.
When Performance Max earns its place
Performance Max shines for online stores with a clean Merchant Center feed, because it can show products across Shopping placements, YouTube and Display from one budget. It also suits lead-generation accounts that already pass quality outcomes back to Google, so the system learns what a good lead looks like rather than chasing cheap form fills.
Brands with several locations or product lines get value from the automatic testing across channels. If Search is already capped by demand, meaning you show for nearly every relevant query, Performance Max is a way to find buyers elsewhere. Our service page on Performance Max campaign management shows how we set up and police this campaign type.
For retail, the feed decides much of the result. See our setup notes in the Google Shopping ads setup guide for Pakistani stores before building any product campaign.
A sensible order to run them in
This sequence works for most advertisers.
- Fix trackingSet up conversion actions for calls, forms, WhatsApp clicks and orders, and remove duplicates. Our lesson on setting up conversion tracking in Google Ads covers the basics.
- Launch Search on the core termsStart with exact and phrase match on the services that pay best, plus a negative keyword list.
- Read search terms for several weeksAdd negatives, find new themes and confirm leads are real, not only clicks.
- Add Performance Max with a clear goalUse a conversion that reflects revenue or qualified leads, add brand exclusions where available and keep the budget separate.
- Compare incrementallyLook at total leads and sales by period, not each campaign in isolation, to see whether Performance Max is adding customers or stealing credit.
- Scale what holds upIncrease budget on whatever produces verifiable results and pause what does not.
Budget, bidding and measurement differences
Both campaign types can use automated bidding such as maximise conversions or a target cost per action, but they treat budget differently. In Search you can split spend by theme: a high-value service gets its own budget and its own bid strategy. In Performance Max the system decides how to spread a single budget across channels and asset groups, so you steer through structure, goals and exclusions instead of line-by-line bids.
Measurement needs the same care in both. Compare Google Ads conversions with GA4, your CRM and, for stores, delivered orders. A campaign that looks efficient in the platform can look different once refunds, refused parcels and duplicate leads are removed. Set up a simple weekly sheet with spend, leads, qualified leads and sales, and judge from that.
If the two campaign types disagree, the sheet settles it. We have often seen Search deliver fewer but better leads while Performance Max delivers more but weaker ones, and the reverse is possible too. Only your own sales data tells you which applies.
Reporting both campaigns in one view
Build one dashboard that puts Search and Performance Max side by side with the same definitions of conversion, so nobody argues about whose numbers are right. Looker Studio connected to Google Ads and GA4 does the job, with a manual column for qualified leads or delivered orders from your own records.
Review it monthly with questions rather than opinions. Did total qualified leads rise after Performance Max launched, or did Search leads simply move? Did brand search volume change? Are cost per qualified lead and revenue per order in line with what your business can afford? Decisions based on that view are slower to make and much cheaper to get right.
Pakistan-specific considerations
Many Pakistani advertisers sell through WhatsApp and calls, not through a checkout. If those conversions are not tracked, Performance Max sees only form fills and optimises for the wrong behaviour. Set up click-to-call and WhatsApp click events, and where possible import closed-sale outcomes from your sheet or CRM.
Cash on delivery adds another layer. A placed order is not revenue until it is delivered and accepted, so a store with many refused parcels can look profitable inside Google Ads and lose money in practice. Compare ad-reported orders with delivered orders every month.
Language and city targeting need thought as well. Searches in Roman Urdu are common, and Search campaigns let you cover those variations deliberately. Performance Max handles language less visibly. For budgets, our lesson on a good Google Ads budget for a small business helps you test without overspending.
Mistakes we see with both campaign types
Most poor results come from setup, not from the platform.
- Switching off Search when Performance Max launchesBrand and high-intent terms then lose coverage, and costs often rise.
- Counting every conversion equallyNewsletter sign-ups and sales should not share a goal.
- No brand controlsPerformance Max can take credit for people who already searched your name.
- Editing every few daysConstant changes restart learning and hide the real trend.
- Judging by platform numbers onlyCheck results against your CRM, phone log or delivered-orders sheet.
- Weak landing pagesNo campaign can fix a page that fails to answer the visitor. A fix for poor ad relevance is in our post on how to fix a poor Quality Score in Google Ads.

Junaid's take
In my experience, advertisers ask this question too early, and for the wrong reason. They have heard Performance Max is the future and want to skip Search, then find the money gone and the leads unqualified. I do not think the campaign is bad. I think it is demanding, and it punishes weak data.
My default is Search first for services and local businesses, with Performance Max added once the account has real conversion history. For online stores with a decent feed I am happy to start Performance Max sooner, with Search protecting the brand. I always want a person reading search terms and checking results against actual sales.
