- Four categories: financial products, employment, housing, and social issues or politics.
- Declaring them limits age, gender, location and detailed targeting.
- Political and social issue ads need separate authorisation.
- Creative and form questions do the targeting when settings cannot.
Which special ad categories exist?
Meta currently lists four categories. Financial products and services replaced the older Credit category in 2025.
Category | Typical ads | Main effect |
|---|---|---|
Financial products and services | Loans, credit cards, insurance, investment and banking offers | Restricted targeting where the rules apply |
Employment | Job vacancies, recruitment drives, job boards | Restricted targeting where the rules apply |
Housing | Property for sale or rent, mortgages, home insurance | Restricted targeting where the rules apply |
Social issues, elections or politics | Candidates, causes, debated public topics | Authorisation, disclaimer and Ad Library record |
Does my business fall under one?
Judge by the ad, not the company. An estate agent promoting a property listing is in Housing. The same agent running a hiring ad is in Employment. A bank advertising a savings account falls under Financial products and services, while a café running a promotion does not, even if it takes card payments.
Some cases are less obvious. A course provider advertising job placements may fall under Employment. A charity ad about a debated public topic may count as a social issue. If you are unsure, read the definitions on Meta's Business Help pages, and declare the category rather than risk rejection. Our guide on why Meta ad accounts get rejected covers what happens when declarations are missed.
What targeting restrictions apply?
For financial products, employment and housing, Meta applies these limits where the rules cover your ads.
- AgeGenerally fixed at 18 to 65+, with limited exceptions in some regions.
- GenderAll genders, with no option to narrow.
- LocationNo postcode targeting, and a minimum radius around any city or pin.
- Detailed targetingDemographic and behaviour options removed, and no exclusions allowed.
- Lookalike audiencesNot available. Custom audiences must not be used to discriminate.
- Instant FormsSome questions, such as age or gender, cannot be asked.
Where do the restrictions apply?
Meta's rules for housing, employment and financial products are strictest for ads reaching the United States, Canada and Europe, and for US-based advertisers. Elsewhere, the declaration rules and targeting limits can differ, and Meta updates them from time to time. Check the current Business Help page for the country you target before planning a campaign around full targeting.
Ads about social issues, elections or politics work differently. They require the advertiser to confirm their identity, be authorised for the country they target, and add a paid for by disclaimer. The ads then appear in the Ad Library. Since October 2025, Meta no longer allows these ads in the European Union, though they remain possible in many other countries, including the UK, with authorisation.
How can I get results with limited targeting?
When settings cannot narrow the audience, the ad has to. Name the area, the property type or the role in the first line and the first frame. A property ad for Bahria Town plots should show Bahria Town. A job ad for nurses should say nurses. People outside the audience scroll past, and the system learns who responds.
Lead forms help too. Ask a qualifying question about budget, location or experience, and use the Higher intent form type. Our guide on fixing low-quality leads covers this in detail. Send outcomes back from your CRM so Meta can learn which leads become customers. Over time, this feedback does part of the job that narrow targeting used to do.
How do I avoid rejections?
Most special category rejections come from a few avoidable mistakes.
Not declaring the category
Meta may reject ads it detects as housing, employment or financial when no category is set.
Personal attribute language
Avoid lines such as "Are you in debt?" that assert something about the viewer.
Unclear financial terms
State fees and terms clearly where local rules require them.
Missing authorisation
Social issue ads without authorisation will not run, even if the advertiser did not see them as political.
Landing page mismatch
The page should match the offer in the ad, with clear business details.
How we handle this for clients
We review each planned campaign against Meta's category definitions before building it, and declare categories where they apply. Where an ad sits on the borderline, we choose the cautious option. We then design targeting within the limits, usually broad location with clear creative, qualifying forms and fast follow-up by the sales team.
We also check landing pages, financial disclosures and wording against Meta's Advertising Standards before launch, and keep a record of approved ads. For local property and finance businesses, this sits alongside our Meta Ads for local businesses work and our wider Meta Ads management service, so campaigns are compliant from the start rather than fixed after rejection.
Pakistan, Gulf and UK advertisers
Real estate is one of the largest Meta advertising sectors in Pakistan, and many agencies run plot and housing scheme ads. Whether the special category restrictions apply depends on Meta's current rules for the country, so check Ads Manager when building the campaign. Either way, clear location names, Urdu or Roman Urdu creative and WhatsApp follow-up do much of the work.
In the UAE and Saudi Arabia, property, finance and recruitment ads also face local regulator rules, so licences and permit numbers may need to appear. In the UK, financial promotions must follow FCA rules, and Meta may ask advertisers of some financial services to verify their authorisation. Check both sets of rules before launch.
