What Is Programmatic SEO and Is It Safe? Safe when every page earns its place

Programmatic SEO creates many pages from a template and a dataset, such as one page per city or product type. It is safe when each page has genuinely useful, unique information for that search. It becomes risky when pages only swap a keyword, which Google treats as scaled content abuse or doorway pages.

Key takeaways
  • The data, not the template, is what makes programmatic pages useful.
  • Keyword-swapped pages risk doorway and scaled content abuse policies.
  • Launch in small batches and check indexing before scaling.
  • If you lack unique data per page, do not build at scale.

How are programmatic pages built?

Programmatic SEO uses a page template and a structured dataset to generate many pages at once. The template sets the layout and fixed text. The dataset fills in the variable parts for each page, such as a city, a product type, a route or a specification. A spreadsheet or database of a few hundred rows can become a few hundred pages.

The approach is common on large sites. Travel sites build route pages, property portals build area pages, software companies build integration pages and marketplaces build category pages. When done well, each page answers a real search with information that is specific to it. When done badly, the only thing that changes from page to page is a word in the heading.

What do good and bad examples look like?

The difference is whether each page has its own substance.

Page type
Useful version
Risky version
City service pages
Real local office, team, prices, projects and reviews per city
Same text with the city name swapped, no presence there
Product comparisons
Real specs, test notes and clear recommendations
Auto-filled tables with generic filler text
Property area pages
Current listings, local amenities, price ranges from live data
A paragraph about the area and no listings
Integration pages
Setup steps, screenshots and limits for each tool
Identical copy with a logo changed

What are doorway pages and scaled content abuse?

Google's spam policies define doorway abuse as creating sites or pages to rank for specific, similar searches that lead users to intermediate pages less useful than the final destination. One of Google's own examples is having many pages targeting specific regions or cities that funnel users to one page. That is exactly the pattern a careless programmatic build produces.

Scaled content abuse, added in 2024, covers producing many pages mainly to manipulate rankings, however they are made. Templated pages filled with AI text and little real data fit that description. Sites affected by these policies can lose visibility for those pages or more widely. Our guide to AI-written content covers the policy in more detail.

How do I make each page genuinely useful?

Check these before generating a single page.

  • Unique data per pageEach page needs facts that differ meaningfully, such as prices, availability, specs, local details or reviews.
  • Real search demandOnly build pages for combinations people actually search for or need.
  • A clear answerThe top of each page should answer the specific search, not repeat a generic introduction.
  • Human reviewCheck a sample of pages in every batch for errors, empty fields and awkward text.
  • Useful linksLink related pages logically, such as nearby areas or similar products, not as a giant list.

How do indexing and crawl budget come into it?

Publishing thousands of pages does not mean Google will index them. If many pages look similar or low value, Search Console often lists them as crawled but not indexed, or discovered but not indexed. That is a signal to improve the pages or build fewer of them, not to submit them again and again.

Google's crawl budget guidance is aimed mainly at very large or frequently changing sites, but programmatic projects can quickly become one. Keep URLs clean, avoid endless filter combinations, use canonical tags where versions overlap and list only your best pages in the XML sitemap. Launch a small batch first and check indexing before adding more. See also our guide to fixing duplicate content.

How we handle this for clients

We start by checking whether the business has data that makes each page genuinely different, and whether people search for those combinations. If the data is not there, we say so and recommend a smaller set of hand-built pages instead. We also check the site's technical setup, because templates, filters and sitemaps need to handle a large number of URLs cleanly before any pages are generated.

When it is a good fit, we design the template around the data, write the fixed copy carefully, and launch a small test batch. We monitor indexing, engagement and enquiries, review a sample of pages by hand, and only then scale. Pages that do not earn their place are improved, merged or removed. This is part of our enterprise SEO services.

Does programmatic SEO suit Pakistan, Gulf and UK businesses?

It can, for the right business. A property portal in Lahore with live listings by area, a logistics firm in Dubai with real route data, or a UK retailer with a large product catalogue all have the data to support useful pages at scale. The key test is whether a visitor landing on any single page would find information there that they could not get from the next one.

It rarely suits a service business that wants a page for every city in Pakistan, every emirate and every UK county without offices or staff in those places. Those pages tend to look like doorways. A better route is a strong page for each area you genuinely serve, linked to a verified Google Business Profile, with local reviews and examples.

When should I not do programmatic SEO?

Skip it, or scale it down, in these situations.

No unique data

If pages would differ only by a keyword, they are not worth building.

No real demand

Pages for combinations nobody searches for waste crawling and effort.

No one to maintain it

Outdated prices or listings across thousands of pages harm trust.

A small, new site

Build authority with a focused set of strong pages first. See topical authority.

FAQ

Frequently asked questions

Straight answers before you get in touch.

What are some programmatic SEO examples?

Common examples include travel route pages, property area pages, software integration pages, currency or unit converters, and product category pages. They work when each page is filled with real, specific data rather than repeated text.

Are location pages bad for SEO?

No. Location pages for places where you genuinely operate, with local details, staff, reviews and contact information, are useful. Many near-identical pages for places you do not serve can be treated as doorway pages.

Is there a Google penalty for programmatic SEO?

There is no penalty for the method itself. Problems arise when pages break spam policies such as doorway abuse or scaled content abuse. Sites can then lose rankings through algorithms or a manual action shown in Search Console.

Can I use AI to write programmatic pages?

You can use AI to help with fixed copy or summaries, but the value must come from real data. AI text filling thin templates at scale is exactly the pattern Google's scaled content abuse policy targets.

How many programmatic pages should I launch at once?

Start small, with enough pages to judge results. Check indexing, engagement and enquiries, fix any problems, then expand in stages. There is no safe universal number.
