- Enhanced conversions add hashed email or phone data to conversions you already track.
- Google matches that data to signed-in accounts, so fewer conversions go missing.
- Web and lead versions now sit under one setting in Google Ads.
- You must accept Google's customer data terms and respect consent rules.
Why do conversions go missing?
A normal conversion tag relies on a cookie that links the ad click to the later sale or form fill. That link breaks more often than most advertisers realise. Browsers limit cookies, people switch from phone to laptop, ad blockers stop tags, and visitors who refuse cookies are not tracked in the usual way.
When conversions go missing, two things go wrong. Your reports understate what ads deliver, and Smart Bidding learns from an incomplete picture. It may cut bids on keywords that are actually working. Enhanced conversions are one of the main fixes Google offers, alongside consent mode and offline imports.
How do hashing and matching work?
When someone converts, your site already knows details they typed in, such as an email address or phone number. Enhanced conversions take that data, normalise it, and hash it with SHA-256 before it is sent. Hashing turns the email into a fixed string that cannot practically be turned back into the address.
Google compares the hashed value with hashed data from signed-in Google accounts. If it finds a match to someone who clicked your ad, the conversion is credited, even if the cookie was lost. Google says it uses the data for matching and measurement under its customer data terms, which you must accept in the account before the feature works.
How do I set it up in Google Tag Manager?
This is the most common route for websites with forms or checkouts.
- Check basic tracking firstMake sure your Google Ads conversion tag already fires once, on the right page, for each real conversion. Our guide to GA4 and Tag Manager tracking covers this.
- Turn on enhanced conversions in Google AdsIn Goals, open conversion settings, accept the customer data terms and switch enhanced conversions on. Google has merged the web and leads options into one setting during 2026.
- Capture the user dataIn Tag Manager, create a user-provided data variable. Use automatic collection, CSS selectors pointing to your form fields, or a data layer value set by your developer.
- Attach it to the conversion tagAdd the variable to your Google Ads conversion tag or Google tag, so the data is sent with the conversion event.
- Publish and testUse Tag Assistant preview to confirm the tag fires with user data, then publish the container.
What are enhanced conversions for leads?
For lead generation, the sale often happens days later, on the phone or in a meeting. Enhanced conversions for leads capture hashed email or phone data when the form is submitted. Later, when the lead becomes a customer in your CRM, you upload that outcome with the same hashed data, and Google matches it back to the click.
This lets bidding learn which clicks became paying customers rather than which clicks filled in a form. It is the modern version of offline conversion import, and our guide to importing offline conversions covers the upload side. Google has moved these uploads to Data Manager and the Data Manager API, so older API integrations may need updating.
How do privacy and consent apply?
Enhanced conversions use personal data, even though it is hashed. You need a privacy policy that explains it, and you must follow the consent rules where your visitors are. For visitors in the UK and the European Economic Area, send consent signals through Consent Mode v2, and only send user data where the ad_user_data consent has been granted.
In Pakistan and the Gulf, local privacy laws are different, but the principle is the same: tell people what you collect and why. The UAE has a federal data protection law, and Saudi Arabia has its own personal data law, so businesses there should check their obligations with a legal adviser rather than assume UK rules do or do not apply.
How do I check it is working?
Check these a few days after launch, then monthly.
- Diagnostics in Google AdsOpen the conversion action and review the enhanced conversions diagnostics. It flags missing data, low match coverage or setup problems.
- Tag AssistantSubmit a test form and confirm the conversion event carries user-provided data fields.
- Data formatPhone numbers should include the country code, such as +92 or +971, so matching works across markets.
- One conversion per actionMake sure the tag does not fire twice, for example on page reload, which would double-count conversions.
What are the common setup mistakes?
Most problems come from the form, not from Google.
Wrong field captured
CSS selectors pick up the newsletter field instead of the enquiry form, so the email sent is empty or wrong.
Phone numbers without country codes
Local formats such as 0300 or 050 numbers match poorly. Normalise to international format.
Thank-you page with no data
If the tag fires on a page that no longer holds the form values, nothing useful is sent.
Ignoring consent
Sending user data from UK or EEA visitors who refused consent breaks Google's policy and local law.
How we handle this for clients
We audit the existing conversion actions first, remove duplicates and decide which ones should guide bidding. Then we implement enhanced conversions through Tag Manager, with a data layer where the developer can provide one, because it is more reliable than reading form fields. Consent signals are checked at the same time, so user data is only sent where it is allowed.
Where leads are closed offline, we connect the CRM so qualified outcomes flow back to Google Ads. We test each form, check diagnostics after launch and document the setup for the client's team. This is part of our Google Ads audit and optimisation service, and larger builds sit under conversion tracking setup.
