- Form fills tell Google about enquiries; offline imports tell it about customers.
- Capture the GCLID and the lead's email or phone on every form.
- Send a small number of clear lead stages, with values where you can.
- Use Data Manager or a CRM connector, and upload on a regular schedule.
Why are form fills not enough?
A form fill is not a customer. Some leads are spam, some are students, some are outside your area, and some become paying clients. If Google Ads counts every form fill as equal, Smart Bidding learns to find more form fills, including the cheap, poor ones. It has no way to know which searches brought your best customers.
Offline conversion import fixes that gap. You record what happened to each lead in your CRM or lead sheet, then send those outcomes back to Google Ads. If your campaigns bring leads but few sales, our guide to why Google Ads are not converting helps you check other causes first.
How do I capture the GCLID or user data?
With auto-tagging on, Google adds a click ID, called the GCLID, to the landing page URL after an ad click. Add a hidden field to every form and use a small script or your form plugin to save the GCLID into it, so it is stored with the lead in your CRM. Keep it with the lead record through every stage. On some iOS traffic Google may pass other identifiers instead, so check your CRM connector supports them.
The newer method, enhanced conversions for leads, matches on hashed email or phone captured at the form. It does not depend on the click ID surviving, so it is more resilient. Google recommends it, and many setups send both the GCLID and user data for the best match.
Which lead stages should I send?
Keep it to a few stages your team records reliably.
Stage | What it means | Use in Google Ads |
|---|---|---|
Lead | Form, call or WhatsApp enquiry | Secondary, for reporting |
Qualified lead | Real person, right service, right area | Primary when sales are slow or few |
Opportunity or quote | Quote sent or meeting booked | Primary or secondary, depending on volume |
Won or sale | Paying customer, with value | Primary, with value for value-based bidding |
Which upload options can I use?
Choose by how your CRM works and who maintains it.
Manual file upload
Export a file of conversions from your CRM and upload it in Google Ads or Data Manager. Fine for testing, easy to forget.
Scheduled uploads
Connect a Google Sheet or file source and let Google fetch it on a schedule.
CRM connectors
Data Manager offers connectors for some CRMs, and tools such as Zapier can link others.
Data Manager API
For custom CRMs. Google moved offline and lead uploads from the Google Ads API to the Data Manager API in 2026.
How do I use offline conversions in bidding?
Once imported conversions arrive reliably, make the qualified or won stage a primary conversion and set form fills to secondary. Bidding then optimises towards the outcome that matters. If you pass values, such as deal size, you can move to Maximise Conversion Value or Target ROAS, as explained in our guide to Target CPA versus Target ROAS.
Upload often, ideally daily, because bidding works better with fresh data. If your sales cycle is long, start with a stage that happens sooner, such as qualified lead, and add later stages as data builds up. Keep the conversion window long enough to cover your sales cycle; conversions uploaded after the click falls outside it are rejected.
What are the common errors?
Check the upload diagnostics after every new setup.
- Click too oldThe conversion happened outside the conversion action's click window. Upload sooner or lengthen the window.
- Click ID not foundAuto-tagging was off, the GCLID was cut off, or the click belongs to a different account.
- Wrong time formatConversion times need the correct date format and time zone offset, or they may be rejected or misattributed.
- Conversion before clickTime zone mistakes can make a sale look earlier than the click.
- DuplicatesThe same lead uploaded twice inflates results. Use order or lead IDs to deduplicate.
How does this work for Pakistani, Gulf and UK businesses?
Many leads in Pakistan and the Gulf arrive by WhatsApp or phone, so they never pass through a form with a hidden GCLID field. Record the phone number with each WhatsApp or call lead in your CRM or sheet. Enhanced conversions for leads can then match on the hashed number, so use full international format such as +92 or +971.
Set the time zone in your upload to match how the CRM records times, which matters when a Lahore team handles UAE or UK leads. UK businesses need a lawful basis and a clear privacy notice for sending customer data to Google, and should respect consent choices. Ask a legal adviser if you are unsure.
How we handle this for clients
We agree the lead stages with the sales team first, because the import is only as good as the CRM records. Then we add GCLID and user data capture to every form, map WhatsApp and call leads into the CRM, and set up the upload through Data Manager, a connector or the API.
We check upload diagnostics, fix errors and move bidding to the qualified stage once the data is steady. Lead quality is reviewed with the sales team on a regular schedule, and stages are adjusted if they stop reflecting real outcomes. This is part of our Google Ads audit and optimisation service, with larger builds under conversion tracking setup.
