- Calls from ads and calls from your website are tracked in different ways.
- Google forwarding numbers are not available in every country, including Pakistan and the UAE.
- WhatsApp clicks are tracked with a Tag Manager link click trigger.
- Decide which actions are primary, so bidding learns from real leads.
What is the difference between calls from ads and calls from the website?
A call from an ad happens when someone taps the call button or number shown in your ad, usually on mobile, without visiting your site. A call from the website happens after someone clicks your ad, lands on your page and then calls the number shown there. They need different tracking, and you want both.
Calls from ads are tracked through call assets. In supported countries, Google shows a forwarding number, so it can record call length and whether it connected. Calls from the website use a Google forwarding number swapped onto your page by a small script. Where forwarding numbers are not available, you can still track taps on the phone number on your mobile site.
How do I set up call conversions?
Do these in Google Ads first, then on the website.
- Turn on call reportingIn account settings, enable call reporting so call details are recorded where forwarding numbers are supported.
- Create a calls from ads conversionChoose Phone calls, then Calls from ads using call assets or call-only ads. Set a minimum call length that reflects a real enquiry.
- Create a website call conversionChoose Calls to a phone number on your website. Add the Google tag and phone snippet, or set it up through Tag Manager.
- Track taps where forwarding is unavailableCreate a conversion for clicks on your number on your mobile website, triggered by tel: links.
- Check the call details reportReview duration, answered status and times to confirm calls are recorded.
How do I track WhatsApp button clicks in Tag Manager?
Create a Google Ads conversion action for the WhatsApp click, such as WhatsApp lead, and copy its conversion ID and label. In Google Tag Manager, enable the Click URL built-in variable, then create a Just Links click trigger that fires when Click URL contains wa.me, api.whatsapp.com or whatsapp://. Attach a Google Ads conversion tracking tag with your ID and label to that trigger.
Test it in preview mode by clicking every WhatsApp button and floating icon on the site. Some plugins open WhatsApp with JavaScript rather than a normal link, so a link click trigger may miss them; in that case ask your developer to push a data layer event on click. Our guide to GA4 and Tag Manager tracking covers the wider setup.
Should calls and WhatsApp clicks be primary or secondary conversions?
Primary conversions guide bidding; secondary ones only appear in reports. A WhatsApp click shows intent, but not every click becomes a message, and not every message is a lead. A call longer than your minimum length is usually a stronger signal than a tap on the number.
A sensible start is to make qualified calls and form submissions primary, and test WhatsApp clicks as primary if WhatsApp is your main enquiry channel. Watch whether more WhatsApp clicks actually bring more real enquiries. Over time, the strongest signal is a confirmed lead or sale from your CRM, sent back with offline conversion imports.
How do I avoid double counting?
Double counting inflates results and misleads bidding.
One source per action
Do not track the same WhatsApp click with both a Google Ads tag and an imported GA4 key event as primary.
Count one per click for leads
Set the count setting to One, so repeated taps by one person count once.
Separate call types
Calls from ads and website calls are different actions; do not also count the tap on the call asset.
Remove old tags
Plugins and old snippets often fire extra conversion tags. Audit the site after changes.
How do I test the setup?
Test on a real phone as well as a laptop.
- Tag Assistant previewClick each WhatsApp and phone link and confirm the right tag fires once.
- Test callCall the forwarding number from the ad or site where supported, stay on past the minimum length, and check it appears in call details.
- Conversion statusAfter a day or two, check each action shows as recording conversions in Google Ads.
- Mobile layoutsCheck sticky buttons, pop-ups and footer icons on mobile, where most WhatsApp clicks happen.
What should Pakistani, Gulf and UK businesses know?
Google forwarding numbers are supported in the UK and US but not in Pakistan or the UAE at the time of writing, so check Google's list for your country. Businesses in those markets cannot see call length for calls from ads, and should rely on call asset clicks, website number taps and their own phone system or CRM to judge call quality.
WhatsApp is the main enquiry channel for many businesses in Pakistan and the Gulf, so tracking it properly matters more there than in the UK. Use a prefilled message in the wa.me link that mentions the service, which helps staff spot ad leads. Record each enquiry in a simple sheet or CRM, as that later becomes the data for offline imports. For UK visitors, make sure WhatsApp and call tags respect consent choices.
How we handle this for clients
We map every way a customer can contact the business: call assets, numbers on the site, WhatsApp buttons, forms and chat. Each gets its own conversion action, with clear names and a decision on primary or secondary. Tags are built in Tag Manager and tested on real devices.
Where the client keeps a lead log or CRM, we connect qualified outcomes back to Google Ads so bidding learns from real enquiries. This is part of our Google Ads management and conversion tracking setup work, and it is the same approach we use for local service businesses that depend on calls.
