How do I target the right audience with Google Ads? Start with intent, then add layers

Target the right audience in Google Ads by building around search intent first, then adding location, language, device and schedule controls, and finally audience lists as signals or filters. Keywords tell Google what people want. Audiences tell it who they are. Exclusions keep the wrong people out.

Key takeaways
  • On Search, the keyword is your strongest targeting tool, audiences refine it.
  • Location settings decide who you pay for. Check them before anything else.
  • First-party lists, such as past customers, are your best signals.
  • Exclusions and negatives are half of targeting.

Building your targeting, layer by layer

Build in this order so each layer has a purpose.

  1. Define who you want to reachWrite down the buyer, the problem and what they would search. Include the job, such as a clinic owner needing patients, and the one place you can serve.
  2. Choose search intent keywordsGroup them by stage: ready to buy, comparing and researching. Bid hardest on the first group. See match types explained.
  3. Set location and languageChoose the cities or regions you can serve and review whether to include people who show interest in them. Match language to how your customers write.
  4. Add device and schedule controlsIf calls matter, show more during staffed hours. If your form is poor on mobile, fix it before you pay for phone traffic.
  5. Layer audiences as signals or filtersAdd your customer lists, website visitors and in-market segments. Use observation first to learn, then narrow only if the data supports it.
  6. Apply exclusionsAdd negative keywords, exclude locations, and exclude audiences you do not want, such as existing customers on an acquisition offer.

Using your own data well

Google gets smarter when you give it clean examples of good customers.

Customer lists

Upload people who actually bought or became qualified leads, not every enquiry. A list of buyers teaches the system far more than a list of tyre-kickers. Check the current policy on data use first.

Website visitors

Segment by page. Someone who read a pricing page differs from someone who read a blog post, and they should see different ads. See how remarketing works.

Imported conversions

Feed back which leads were good. This does more for audience quality than any manual setting.

Exclusion lists

Exclude job seekers, students and past complainers if your offer is wrong for them.

Location targeting deserves extra care

One of the quietest sources of bad traffic is the location option that includes people who merely show interest in a place, not only those in it. For a local business, that can bring in people researching from abroad. For a destination business, such as an Umrah operator or a property developer, it can be exactly right. The point is to choose on purpose and not leave the default untouched.

Review the location report after a few weeks. If a postcode, district or country is spending without producing qualified leads, exclude it or lower bids. Our walk-through on auditing an account for wasted spend shows where to find this report.

Common targeting mistakes

Fix these before adding any clever segment.

  • Targeting too widely 'to get data'You will get data, but mostly about people you cannot serve.
  • Stacking too many narrow filtersAudiences become tiny, bids rise and delivery stalls.
  • Treating signals as hard rulesAutomated campaigns can show beyond your hints. Watch what they actually reach.
  • Skipping negativesIntent targeting is only as clean as your exclusion list.
  • Ignoring languageA Roman Urdu searcher and an English searcher in Lahore may need different keywords.
  • Forgetting the landing pagePerfect targeting delivers people to a page that must speak to them.

Matching audience to campaign type

Each format reaches people differently, so choose the format before the audience.

List is the whole targeting

A worked example without invented numbers

Imagine a Lahore interior design studio that wants villa clients in DHA and Bahria Town. The first mistake would be to target everyone in Pakistan interested in interiors. A better build uses city and area targeting, keywords such as villa interior designer with the area names, ad wording that speaks to full-home projects, and a form asking for plot size and timeline. Home decor shoppers are then kept out through negatives such as cushions, curtains and wallpaper.

After a month, the search terms and the form answers show who really enquired. The studio can then build a customer list of signed projects and give it to the campaign as a signal, and use website visitors for a retargeting ad showing a finished project. Every layer comes from what the account has learned, not from guesswork.

Examples for Pakistani and overseas markets

A dental clinic in Lahore usually gains more from tight neighbourhood and city targeting, specific treatment keywords and call-focused scheduling than from demographic filters. A software company in Lahore selling to the USA or UK needs the reverse: country-level targeting, business-intent keywords and a form that sets up a call across time zones.

We set up and review these structures for clients across the USA, UK, Canada, Australia, UAE and Saudi Arabia, working from Gulberg III in Lahore. If your audience is unclear or results are patchy, our Google Ads management team can map it with you. For a lead-focused setup, see Google Ads for lead generation.

FAQ

Frequently asked questions

Straight answers before you get in touch.

Is audience targeting better than keyword targeting?

On Search, keywords are the primary control, because they show what the person wants right now. Audiences add context on top. On Display, video and Performance Max, audiences and signals carry more weight.

What is the difference between observation and targeting for audiences?

Observation lets you watch how an audience performs and adjust bids without limiting reach. Targeting restricts ads to that audience only. Begin with observation, then narrow once the data is clear.

How big should an audience list be?

Google sets minimum sizes that can change, so check the current help pages. In practice, a very small list will not deliver or teach the system much. Combine segments or rely on keywords until you have more data.

Can I target competitors' customers?

You can bid on competitor names as keywords, subject to trademark rules in ads, but results are often costly and mixed. Test it separately with a firm cap. See choosing a bidding strategy.

How do I know my targeting is working?

Look at the search terms, location and audience reports, then compare cost per qualified lead across them. If you want a second pair of eyes, get in touch.

Do I need to set up audiences before launching?

No. Launch with clear keywords, location and tracking, then add audiences as observation once there is traffic. Starting simple makes problems easier to see.
